Ceremonial groundbreaking took place Tuesday on a new residential treatment facility at Lackawanna’s Baker Victory Services.

The new building will be constructed at the Martin Road Campus on a plot of land a short distance away from cinder block cottages built in the 1950s. Currently living in those cottages are 40 teens and young adults who require special treatment and care around the clock.

Bishop of Buffalo Richard Malone blessed the new site. He said that the new building will be a much better facility.

A facility that will be contemporary in every way with all of the latest kind of technologies and everything else, Described Malone. People talk a lot about the security and thats an important thing but I think it also will be a much more dignified environment for living and learning for them.

Despite the improvement for the residents and staff, locals in Lackawanna may not be as pleased. Its something Bishop Malone understands.

Its almost inevitable when a facility of this sort comes into a neighborhood, that people have their concerns, said Malone.

The residential services program is not new, so safety and security is the main concern. Baker Victory officials said suggestions by local police and fire departments, as well as members of the community were taken into consideration during planning. Malone noted that state-of-the-art security is part of a grander picture.

Baker Victory Services’ 10-year battle to replace a dated residential treatment center for teens with behavioral problems with a new $16.7 million facility has finally ended, with its 40 residents now living in air-conditioned private rooms for the first time and enhanced security making it less likely they can run away.

The residents, aged 12 to 21 and from across New York State, moved April 21 into the new one-story facility on Martin Road, tucked behind the old residential facility.

The opening of the new 50,000 square-foot facility earlier this month was a hard-fought victory for Baker Victory officials. It culminated years of court battles, public hearings and outcry. Lackawanna had sought to stop Baker Victory Services from adding another building to its treatment complex on Martin Road. But now city officials are voicing support for the residential treatment facility that the nonprofit started more than 50 years ago.

It was a project three years in the making, but the ribbon has been cut to open at a new state-of-the-art residential facility for young people dealing with behavioral health issues. Those attending the Tuesday ceremony to dedicate the new Baker Victory Services building in Lackawanna say it creates an atmosphere of hope which, in turn, increases the chances for positive outcomes.

The center may house up to 40 young people, between the ages of 12 and 21, who need more intensive help with behavioral health issues. The amenities, Baker Victory Services chief executive officer Therese Scofidio explained, create a comfortable atmosphere.

“If you walk through the building, you’ll see that it feels like a home,” Scofidio said. “People have their own rooms. They have a dining room, a TV area. It is welcoming. It is supportive.”

And it creates a sense of hope that, New York State Office of Mental Health deputy commissioner Donna Bradbury suggested, increases the chances for successful treatment and reunions with the residents’ families.

“There can be no change, no positive change, without hope for the future and a commitment to do better,” Bradbury said. “Research about change tells us that if one is hopeful, the outcome is much more likely to be positive.”

The facility also provides centralized treatment services including access to professionals including psychiatrists, psychologists, nurses and therapists.

“We felt all along they needed to have a better handle on the folks inside,” said City Clerk Jeff DePasquale, who lives a quarter-mile from the facility. “They’ve enhanced security. They’ve installed a six-foot fence and added security cameras. They appear to have improved in that area. If they’re good neighbors, we’re good neighbors.”

The new treatment facility has 58 exterior and interior surveillance cameras, but Baker Victory Chief Executive Officer Terese Scofidio said it has the feel of a college campus.

“Parents want their kids to feel like they are home,” Scofidio said, during a tour of the treatment facility. “There are lots of trees and greenery. Pretty much, families can come here whenever they want. A lot of kids go home for visits. I mean it’s not like they come in and never leave. We provide the clinical skills and care for their needs.”

The residents, some of whom are committed by court order, are there an average of six months.

When troubled teens were first sent to the residential treatment center at Baker Hall in 1956 they slept in dark and dingy rooms with barred windows. The ’70s and ’80s brought an expansion and residents were moved into cement-block cottages that afforded a more homelike setting. Later, the windows would be covered with curtains held in place by Velcro instead of rods to deter suicide.
